Onslow city council meeting notes: Meeting was called to order by Mayor Russ Benke @ 6 p.m. Roll call taken Council Members present were Joe Paulsen, Betty Jordan, Curtis Thornhill, Marylin Grey and Cory Oberbreckling. Motion was made by Betty Jordan and 2nd by Joe Paulsen to approve the consent agenda. Motion carried. Motion was made to approve the bills by joe Paulsen and 2nd by Betty Jordan. Motion carried. Visitor Randy Lange spoke about the curb stop for the water shutoff that was broken off when the premises were being cleaned up after fire. It will be marked and checked for debris. Also Randy Lange stated that Alliant wanted $5,000 to move pole from his property to city right of way where it should have been originally. Will check the records from Big Bill's on whether it was in the easement or not. Visitor Katherine Thornhill reported that their dog had been attacked by Cory Oberbreckling's dog and would like them to fix his lead as he got loose and they will be taking their dog to vet to get checked out. Cory stated for them to let him know after vet visit and he doesn't want them to feel threatened by dog and to let him know if it becomes an issue. There were 13 sheriff's calls this month. Motion was made by Joe Paulsen and 2nd by Betty Jordan to approve sheriff's report. Motion carried. Property & streets reported that there were few spots that could use some cold patch. Cory will help Kevin do this. City hall parking lot needs to be seal coated again. Cory will move the pea gravel from the town lot to the city park with his skid loader. Cory stated he would trade the city the same amount of 6 inch rock to be used at the lagoons for the millings the city received from the highway project. It was also discussed that there are 2 benches with rubber coating on them for sale at Bernard school for $200 each and was thought to use them at park.Motion was made by Joe Paulsen and 2nd by Curtis Thornhill to purchase the benches. Motion carried. Water will be shut off at park tomorrow and will check the shutoff at snack shack.E911 Emergency management report, Russ Benke informed the Council that the hazard mitigation implementation strategy is going on 5 years old and needs updated, Russ and Betty Jordan met with Brenda Leonard of Jones Co EMA to make the necessary changes. Finance& Personnel had nothing to report. Fire Department had nothing to report but there is a Jones County fire meeting tomorrow night at Onslow Community Room. Mayor Benke will contact Fire Chief Mike Streeper to get a list of vehicles that they have at current time. Was stated that brush buggy and pumper truck are not at the station and DNR has 1 to take back. Nuisance reported that next spring all vehicles in violation will be addressed. Motion was made by Joe Paulsen and 2nd by Cory Oberbreckling to approve reading of NSF check fee and waive the 3rd reading. Motion carried. Motion was made by Joe Paulsen and 2nd by Cory Oberbreckling to approve purchase of new software for utility billing. Motion carried. Clerk will call to do that tomorrow. Discussion of abandoned property on 3rd street was that there will be a letter of intent sent to owner and then in spring to proceed from there on having it tore down which will be an expensive undertaking.There are 5 abandoned houses that need to have water meters removed to protect them from freezing. Water tower will be cleaned on Wednesday. Trick or Treat will be October 31 from 5-7 p.m. Motion was made to increase the water deposit to $250 by Joe Paulsen and 2nd by Betty Jordan. Motion carried. Motion was made by Joe Paulsen and 2nd by Curtis Thornhill to hire someone to clean the community room for fee of $25. Motion carried.Was mentioned to check with Kelly Jone Hook to see if she would be interested. All tables should be against wall and they could set it up how they wished when it was rented out. Fire hydrants need flushed for October and will be done this Thursday at 4:00 p.m. Homeowners are also to clean around the fire hydrants in winter by their property. On discussion of snow removal ,bids will be put in Maquoketa, Monticello, and Anamosa papers. Guidelines and job description and hourly rate will be discussed at next meeting. USDA sewer was added to consent agenda.Motion to approve consent agenda with addition of USDA sewer by Joe Paulsen and 2nd by Betty Jordan. Motion carried. Approval of bills had 2 additions which were from Holly's Supermarket and Wyoming Library.Motion was made to approve the bills with 2 additions by Joe Paulsen and 2nd by Betty Jordan. Motion carried.Visitors Randy and Judy Lange have asked if the alley could be put back where it used to be as it will give an additional 45 feet on which they would be putting a garage.They will have to spray everything down at former Anything Country site during cleanup from the fire and Randy and Judy have asked if the sewer bill can be waived for this month for anything over minimum amount.Motion was made by Joe Paulsen and 2nd by Betty Jordan to approve this.Motion carried.There are trees by Hawker residence that have large limbs hanging due to storm damage, Randy and Russ will take them down. There were 31 calls from July and August from sheriff's department. There was 1 fire call.There is nuisances in the alley between Summit and Main such as cars with no plates and engine on hoist, pictures are to be taken and documentation of vehicles and a certified letter will be sent to Property owner.Solid waste has mentioned the roof of transfer station may need replaced. At this time no bids have been received for the water tower inspection. Progress of state audit was discussed, they have informed us that they are very busy but we are on the list for an audit. Motion was made to approve the NSF fee resolution on 1st reading by Betty Jordan and Joe Paulsen.Motion carried. On submitting of articles to Monticello Express it was proposed to have the mayor approve them before submitting to paper.Motion was made by Curtis Thornhill and 2nd by Betty Jordan.Motion carried.Discussion of purchasing new utility billing software was discussed and to purchase Data Tech and to use same as other local cities in case of problems.Motion was made by Betty Jordan and 2nd by Curtis Thornhill.Motion carried. Discussion of approval of garbage rate to include the $1.00 fee for landfill .Motion was made by Joe Paulsen and 2nd by Curtis Thornhill. Motion carried.Discussion of landlords with multiple properties to approve billing/payment requirements of fees.Discussion of use of millings,rock and sand was discussed. Church street thru alley and Spruce street and parking lot of city hall and assorted other streets and alleys in which the millings will be used.Plan is for it to be done by end of week.Sand will be used for the volleyball court.Rock will be used to finish at the park.On abandoned property on 3rd street it was decided to contact the owner and ask what his intentions for property are. Also stated the blowing of grass on another person's property is rude.Consumer Confidence report was due in June was discussed and that lagoon isnt problem but the ecoli and ammonia and nitrogen are noncompliant.Report will be done by end of the year.Motion was made by Curtis Thornhill and 2nd by Betty Jordan.Motion carried. Discussion on opening, closing and cleaning of the community room was addressed and a reminder that if the community room is not cleaned after use the renter will forfeit the security deposit. Hiring a cleaning person for community room will be on agenda for next month.Motion was made by Joe Paulsen and 2nd by Curtis Thornhill. Meeting was called to order at 6:30 p.m Council member Cory Oberbreckling added the storm drain fee should go under number 5 on consent agenda Motion made by Joe Paulsen to approve consent agenda and 2nd by Curtis Thornhill. Chris Meinecke from Meinecke-Richards Insurance was present to explain the current policy and stated that the price would change somewhat as audit will be done.Chris also introduced himself to current council and mayor.Citizen Penny Wehde stated there was water puddle on S 4th street.Marty Carr bill for mowing in amount of $875 is to be added to the bills with motion made by Cory and 2nd by Betty. Motion carried.Property&streets reported that Cory &Joe need to meet and discuss it.Utilities had nothing to report. Nuisance committee is Betty Jordan,Marilyn Gray,Curtis Thornhill and had nothing to report at this time.There was no 911 meeting. Finance&personnel had nothing to report Fire department reported 1 fire call and 1 lift assist.City clerk wages will be $1,755 per month.Kevin for maintenance will be $16 per hour for 100 hours monthly. Motion was made by Curtis and 2nd by Betty to approve this.Motion carried.Upon inspection of water tower,Kevin will have to drain it . Lagoon and water tower will have same key.Clerk Ginger will contact them Audit bids are open until end of July and will read at August meeting.On ATV/UTV amendment Joe made motion to approve 2nd reading and waive 3rd reading and Cory 2nd it.Motion carried. Resident from previous Wherry house was present and stated there is lots of water from yard to storm drain.Motion was made by Joe to use city right of way and Curtis 2nd.Motion carried.Training on possible new system of Boyd software was discussed and will check with Dan from Sensus as Monticello uses it.There has been malfunction issue with printer as jibberish words on it Guy to look at it will be back later in month.Ginger reported that quick books cost roughly around $200 to have computer abd reader jive again.For fiscal year for 2 years being 17/18 and 18/19 for USDA ,usage will be needed.Lagoon is too low and need sludge report.Betty made motion to approve Quick books and Joe 2nd it .Motion carried.Maintenance reported that loader arm is bent and water has been shut off on residence on north main .Gary Jansen mentioned painting of curbs yellow. Sand is also needed in volleyball court at park.Also mentioned maybe also a tire sandbox at park for kids. New toilet seat is needed in men's restroom at park.Also 5 gallons of roundup is needed for banks around lagoon. Kevin mowed the lagoon. For Onslow fun night on August 6 will be committee of Betty Jordan,Barb Harms and Najette McCarthy.Potluck dinner with drinks provided.Buns will be ordered from Holly's town supermarket and will be from 6 to 8 p .m.On setting dates and times for council meetings for remainder of year are to start at 6 p.m. and if it falls on holiday then meeting would be next day.Motion was made by Marilyn and 2nd by cory.Motion carried.
